Harrah (1901 - 1997) was an American artist specializing in animal sculptures, particularly horses and dogs. She was a founding member of the American Academy of Equine Art.
Her Newfoundland sculpture was located right next to the admissions desk at the American Kennel Club Museum of the Dog when that museum was located in Queeny Park, Town and Country, Missouri. That's where the above photo was taken, with Harrah's statue being admired by one of my own Newfoundlands, Jonah (CH Beartrax Whale of a Time DD CGC).
The AKC museum has since relocated to the New York headquarters of the AKC, where visitors to the museum are still greeted by a friendly Newf:
